Telework eligible Yes as determined by agency policy Duties Summary This position is located on the National Forests in Alabama, Supervisor's Office, Engineering, Recreation, Lands, and Minerals Staff in Montgomery, Alabama. The incumbent is responsible for administering Forest and/or District Recreation Special Use authorizations, including large, complex cases. Learn more about this agency Responsibilities Duties listed are at the full performance level. Administers all aspects of the recreation special use program. Administers a variety of special use authorizations (permits, term permits, leases, and/or easements) for a variety of activities, including recreation residences, outfitter/guides, campground concessions, recreation events, communication uses, etc. Evaluates simple and complex special use proposals according to regulatory screening criteria. Contacts various publics, other governmental personnel, and Forest Service specialists, to conduct financial and technical capability determinations, and to determine compliance with forest plan direction. Coordinates National Environmental Policy Act (NEPA) analysis. Provides technical advice on the appropriate authorities and fees for issuance of special use authorizations in accordance with policy, laws, regulations, and local conditions. Apprises forest staff and special use authorization holders of policy changes, audit requirements, and fee adjustments. Keeps special use authorization holders, applicants, and concerned publics informed of Forest Service regulations, restrictions, time frames, and resource management practices. Processes special use authorization renewals, terminations, revocations, or suspensions as appropriate. Some of these cases may be complex and/or controversial. Proposes budgets and work plans based on known and anticipated workloads. Based on annual budget, prepares and schedules actual funding and personnel to accomplish agreed work priorities and to meet target deadlines. Conducts on-the-ground program reviews of special use programs and individual authorizations for compliance with Forest Service policy, terms, and conditions. Travel Required Occasional travel - You may be expected to travel with overnight lodging may be required for meetings, training, workshops, and field/site visits. Specialized Experience Requirement: For the GS-09: You must have one year of specialized experience equivalent to the GS-07 in the Federal service; OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Examples of specialized experience are: Assisted with a variety of special use authorizations including recreation residences, outfitter/guides, campground concessions, recreation events, communication uses, etc. Conducted simple National Environmental Policy Act (NEPA) analyses for special uses, following NEPA guidelines and requirements to develop appropriate environmental documents. Created and issued special use billings and tracked payment. Conducted special use inspections and compliance reviews. For the GS-11: You must have one year of specialized experience equivalent to the GS-09 in the Federal service; OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Examples of specialized experience are: Administers a variety of special use authorizations including recreation residences, outfitter/guides, campground concessions, recreation events, communication uses, etc.; Assists in the development of budgets and work plans; Coordinates National Environmental Policy Act (NEPA) analyses for special uses, following NEPA guidelines and requirements to develop appropriate environmental documents; Created and issued special use billings and tracked payment; Conducted special use inspections and compliance reviews. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
