POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES
(ESSENTIAL FUNCTIONS):
Position Overview:
The Program Manager will be responsible for the overall management
and coordination of the contract and shall act as the central point
of contact with the Government. The Program Manager shall have full
authority to act for the Service Provider (SP) on all contract
matters relating to daily operation of the base operations support
services contract at Maxwell-Gunter Air Force Base.
This opportunity is for a POTENTIAL CONTRACT award and is
contingent upon the contract being awarded. Consideration for a
potential contract may require a signed letter of intent. If the
contract is awarded, another position posting will be available on
the Company Careers portal.
Primary/Major Duties and Responsibilities (Essential
Functions):
- The Program Manager shall be physically present during normal
duty hours. This individual shall be responsible for the overall
management and coordination of this contract and shall act as the
central point of contact with the Government. The PM shall have
full authority to act for the Service Provider on all contract
matters relating to daily operation of the contract.
- The Program Manager shall have full authority to submit cost
proposals, negotiate changes, and sign modifications.
- Responsible for the overall management and operation of the
facilities O&M services and administrative support functions.
Directly overseeing the various engineering and trades' personnel
performing the work.
- Coordinate with Business Groups and Functional Groups to
measure accomplishments against established performance
baselines.
- Provide oversight of Business Systems for program.
- Responsible for managing equipment, vehicles, and
facilities.
- Provide program management and/or oversight of functional
programs (e.g., Shelter Management, Flightline Drivers Training,
Unit Training Managers, IT Equipment Accountability, Facility
Managers, Vehicle Control Officers, Supply Account Custodians,
etc.). Upon request, provides metrics and validation results to the
Inspector General (IG) to confirm program health.
- Provide all support requested from all service areas included
for special events. Examples of special events are Presidential
Visits, Air Shows, Retirements, Change-of-Commands, Distinguished
Visitors and Operational Readiness Inspections and CORONAs. This
support may include for example; overtime, signs, materials, or
construction of stages.
- Notify Information Technology Department with names of
departing personnel who had access to the network, in order to
delete account.
- Develop, coordinate, and implement response procedures and
checklists to support MAX-GUN AFB OPLANS, OPLANS and Support
Agreements, other local response plans, war and contingency
planning documents. REQUIRED QUALIFICATIONS AND EXPERIENCE:
- At least Five (5) years' experience as a Program Manager,
managing large, complex, service type, performance-based government
contracts with multi-disciplinary staff (200 person or more)
multiple functional areas including program management, business
operations, human resources, procurement-subcontracts, contracts,
operations, labor negotiations, civil engineering, and logistics
support with a value of over $40M per year.
- Ten (10) years of experience with large-scale DoD organizations
and the functions and operations of Wing/base activities (i.e.,
Maintenance, Civil Engineering, Logistic, Operations, etc.).
- Experience in direct oversight of quality control, equipment,
facility, utility, grounds management, safety and business
operations management.
- Demonstrates experience with managing Government contracting
requirements included in the Federal Acquisition Regulations (FAR),
Government Furnished Equipment and Materials, Property
Accountability, and Work Control.
- Knowledge and experience with unions and Collective Bargaining
agreements and US Department of Labor employment law.
- Master or higher degree from an accredited university in
engineering, business administration/ management, or a closely
related field
- Must have current Project Management Institute (PMI) Project
Management Professional (PMP) certification.
- Must hold a Secret Clearance
- Must be a citizen of the United States
