portfolio of closed landfills and remedial projects in ELMGs
Midwest Area.II. Essential Duties and ResponsibilitiesTo perform
this job successfully, an individual must be able to perform each
essential duty satisfactorily. Other minor duties may be assigned
as required.
- Manage corporate obligations at assigned closed solid waste
landfills and remedial sites in Illinois, Wisconsin, and the
Province of Alberta.
- Represent companys interest and support technical efforts at
State and Federal Superfund sites in Illinois and Wisconsin.
- Ensure compliance with monitoring, operation & maintenance, and
administration & reporting requirements; maintain oral and written
communications with regulatory agencies & local officials; maintain
site operating record and serve as custodian of official company
files.
- Identify and pursue Re-use opportunities for site properties,
cost reductions (i.e., property tax reductions, modifications to
long term environmental monitoring, etc.) and energy and emissions
credits.
- Maintain budgets, forecasts and prepare/revise future cost
estimates and budgets for each assigned site.
- Manage diverse group of outside professionals to achieve
strategic goals established by Area Director and ELMG senior
management.
- Provide updates/revisions to the Closed Sites Database, manage
site CYCLE Tasks and Environmental Self-Assessment Program at
assigned sites.
- Comply with all company policies and procedures.
- Participate in the Annual Workbook Review process for
Transition Sites, as directed by the Area Director.
- Manage all special projects/assignments, as directed by the
Area Director.
- Direct operations of construction projects and operations of
leachate & gas management systems.
- Evaluate emerging technologies for applicability at closed
sites, particularly in the areas of groundwater, leachate
management and landfill gas collection and control.
- Minimize operational costs while maximizing productivity and
maintaining safety and environmental compliance.
- Act as a liaison, where necessary, for community
relationships.
- Comply with and ensures adherence to Waste Managements Mission
to Zero standards and regulations to encourage safe and efficient
operations.
- Provide training and presentations in a positive and
professional manner, as requested.III. Supervisory
ResponsibilitiesThe highest level of supervisory skills required in
this job is the management of technical employees. This
includes:Direct supervision of one to two (1 to 2) full-time
employeesDirect supervision of third party contractors and
consultants.IV. QualificationsThe requirements listed below are
representative of the qualifications necessary to perform the
job.A. Education and Experience
- Education : Bachelors Degree (accredited) in Engineering,
Geology, Hydrogeology, or Environmental Sciences or equivalent
technical degree. In lieu of degree, High School Diploma or GED
(accredited) and four years of relevant work experience.
- Experience : Ten (10) years of relevant experience in a broad
range of solid waste operations & regulations, or hazardous waste
operations & regulations (in addition to education requirement).B.
Certificates, Licenses, Registrations or Other Requirements
- None required. Any professional hired into this position will
be encouraged to obtain appropriate professional
registration/certification.
- Preferred: Professional Engineer registration in Wisconsin or
Illinois, or ability to obtain that registration within one
year.
- Preferred: OSHA 1910.120 Hazwoper training, and First Aid
training.C. Other Knowledge, Skills or Abilities Required
- Must have a good understanding of hydrogeology, landfill
design, landfill gas and leachate system operations, including
report generation and must have a good background with Solid Waste,
Hazardous Waste and Air Quality regulations and experienced in
dealing with environmental regulatory agencies.
- Possess a solid working knowledge of all site-specific system
operation and maintenance requirements including landfill gas
management systems and controls, leachate management systems and
controls, treatment systems and controls, groundwater, and surface
water systems as well as other ancillary equipment and other site
maintenance requirements.
- Supervises landfill staff, contractors and consultants and
reviews and evaluates work to ensure quality, timeliness and
ensures quality control in adherence to policies and
procedures.
- Oversees personnel needs of the landfill including coaching,
training, and evaluating employee performance. Provides input into
termination, compensation, and promotion decisions.
- Must be a good manager of time, self-motivated, out of the box
thinker and problem solver.
- Possess strong written and verbal communication skills and
above average computer skills (e.g., MS office and Power BI
familiarity) and ability to learn to utilize other job-related
technical software, including, but not limited to App based
technologies to facilitate digital inspections, reporting and
data/analytics.
- Some knowledge of Programmable Logic Controllers, SCADA and/or
automation and control systems is beneficial.V. Wo r k En vi r o n

- Required to use motor coordination with finger dexterity (such

cuts, burns, exposure to toxic chemicals, etc.) part of the
workday.
- Required to be exposed to physical environment which involves
dirt, odors, noise, weather extremes or similar elements part of
the workday.
- This position is primarily office based with approximately 75%
of work being indoors and approximately 25% outdoor field
work.
- Assigned to work on multiple facilities in Illinois, Wisconsin,
and Alberta. Travel for site inspections or meetings, training, or
program administration purposes will be necessary 3 to 6 times per
quarter, and that travel will require periodic overnight
