Contract Specialist/ PD#11002-A
The purpose of this position is to serve in a developmental
capacity to the full performance level of GS1-10209 as a Contract
Specialist for the US Department of Veterans Affairs (VA) with
responsibility for performing professional work involving the
procurement of supplies and services using procedures outlined in
the Federal Acquisition Regulations, VA Acquisition Regulations,
Public Laws, and agency policy. Some examples of equipment,
supplies, and services procured include but are not limited to:
medical or facility equipment, medical/surgical supplies, nursing
home services, readjustment counseling services, medical services,
architect engineer services, Construction, information technology
(IT) services to include hardware and software. Other unique
requirements include intra/interagency agreements, sharing
agreements, contracts under the selling authority, contracts with
affiliates, research and development, and real estate leases.
Occasional travel - You may be expected to travel up to 1-5
nights per month for this position.

PHYSICAL REQUIREMENTS: The subject position is primarily of an
administrative nature in an office setting, however where travel to
work sites is required there may be light physical work required,
such as walking over uneven surfaces or assisting technical
personnel in taking measurements or elevations. Government travel
for training, meetings, or customer interactions will be required
in this position.

To qualify for this position, applicants must meet all
requirements by the closing date of this announcement,
Time-In-Grade Requirement: Applicants who are current Federal
employees and have held a GS grade any time in the past 52 weeks
must also meet time-in-grade requirements by the closing date of
this announcement. For a GS-07 position you must have served 52
weeks at the GS-05. The grade may have been in any occupation, but
must have been held in the Federal service. An SF-50 that shows
your time-in-grade eligibility must be submitted with your
Basic Requirements: A 4-year course of study leading to a
bachelor's degree with a major in any field; Or At least 24
semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing,
economics, industrial management, marketing, quantitative methods,
or organization and management.
Applicants who meet the criteria for Superior Academic
Achievement qualify for positions at the GS-7 level.

experience required to qualify for positions GS-7 thorough GS-12
covered by this standard.
Specialized Experience GS-07T9:
Applicants must have One year of specialized experience
equivalent to at least the next lower grade GS-05 in the normal
line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are
not limited to: Conduct acquisition planning to develop acquisition
strategies. Prepare solicitation proposals to ensure adequate
competition. Evaluate bids and proposals in order to obtain fair
and reasonable price for the organization. Performs market research
for acquisitions to determine acquisition strategy. Assist in
resolving protest, mistakes in bids and coordinates with small
business administration for certificates of competencies to ensure
contractual actions are in compliance with federal regulations.
Responsible for effective and timely procurements to enable the
serviced organization to carry forth their various missions.
Prepare contract documents using agency electronic contract writing
systems to ensure contractual documents can be accurately tracked.
Conducts negotiations for competitive and noncompetitive
procurements to obtain the best value. Conducts pre-award and
post-award conferences, with customers to resolve and clarify
1 full academic year of graduate education or law school or
superior academic achievement
Equivalent combinations of education and experience are
qualifying for all grade levels for which both education and
experience are acceptable.
Graduate Education. To qualify for GS-1102 positions on the
basis of graduate education, graduate education in one or a
combination of the following fields is required: accounting,
business, finance, law, contracts, purchasing, economics,
industrial management, marketing, quantitative methods, or
organization and management.
Note - For positions at GS-7 through GS-12, applicants who are
qualifying based on experience must possess at least one year of
specialized experience at or equivalent to work at the next lower
level, that provided the knowledge, skills, and abilities to
perform successfully the work of the position, in addition to
meeting the basic requirements in paragraph A or B, above.
Exceptions: Employees in GS-1102 positions will be considered to
have met the standard for positions they occupy on January 1, 2000.
Employees who occupy GS-1102 positions at grades 5 through 12 will
be considered to meet the basic requirements for other GS-1102
positions up to and including those classified at GS-12. This
includes positions at other agencies and promotions up through
grade 12. However, employees must meet specialized experience
requirements when seeking another position.

NOTE: The Defense Acquisition University (DAU) does not grant
Academic degrees; therefore courses completed at the DAU are not

fields identified above, unless the coursework has been evaluated

Education, and appears on a college or university transcript.
