Business Development Lead



Position Summary:

As Business Development Lead, you will report directly to the Vice President and collaborate primarily with the Enterprise IT Services (EIS) line of business to support business growth for Life Cycle Engineering (LCE). The Business Development Lead will be responsible for identifying and leading growth opportunities with an emphasis on cybersecurity and IT services in the Federal space including Navy, Air Force, and the Army. -



The BD Lead should be based in either Charleston SC, Norfolk VA, San Antonio TX, or San Diego, CA.

  • Must be a US citizen with the ability to obtain/maintain a DoD security clearance

    Essential Functions and Responsibilities:


    • Identify, research, evaluate, and qualify new opportunities for inclusion in the EIS pipeline
    • Work opportunities through gate bid/no-bid milestones to ensure capability and industry alignment, customer knowledge and engagement, teaming strategy, and capture
    • Interact with Government stakeholders, industry partners, technical SMEs, and LCE operations leads to determine and validate critical opportunity information, customer pain points, gap analysis, competitive assessments, and win strategy
    • Build long-term relationships with Government and industry stakeholders -
    • Participate in proposal strategy, development, writing, and review sessions
    • Use Microsoft CRM as a pipeline management and document management tool
    • Engage in industry events and conferences as part of market and opportunity assessment and capture activities
    • Collaborate with the rest of the business development team on process improvements and efficiencies

      Required Education, Skills, and Experience:


      • Bachelor's Degree in Business Administration, Communications, English, or relevant discipline, or equivalent experience
      • Minimum of 3 years of experience supporting Federal Information Technology (IT) business development activities -
      • Working knowledge of Federal procurement lifecycle, experience with the Navy, Air Force, or Army is a plus
      • Knowledge of the Shipley process
      • Ability to discuss and understand technical IT capabilities (e.g. cybersecurity, Cloud migration, software development, system integration, data management, etc.) at a high level
      • Demonstrated skill in authoring technical and non-technical proposal and pre-proposal content
      • Ability to establish professional and personal relationships with all position stakeholders (Government, industry, and LCE teammates); a person of high character and humility that easily establishes credibility equally with people in senior/executive roles, Subject Matter Experts, front line employees, and Federal customers
      • Proficiency in Govwin, SAM.gov, Microsoft CRM (or similar), SharePoint, and Microsoft Office
      • Flexibility to respond to rapidly changing business conditions and priorities; must be able to manage to, and meet, tight deadlines across multiple opportunities/bids
      • Ability to think strategically and act tactically
      • Exceptional -verbal and written communication skills, as well as presentation skills

        Physical Demands and Expectations:


        • Regular physical activity to include walking, climbing stairs, bending, stooping, reaching, lifting (up to 30 pounds), and standing; occasional prolonged sitting
        • Ability to speak, read, hear and write, with or without assistance
        • Ability to use phone and computer systems
        • Up to 20% travel may be required
